I was looking at my HOA annual meeting minutes and noticed 2 things that caught my interest. One of them was a vote was taken and passed for painting the common area signs for $1250. 8 months later that work was never performed. Also there was a increase in the 2016 landscaping budget from $2000 to $5000 because various dead bushes needed to be replaced we are now half way through the year not replaced still. It just seems a little odd to me that none of this high priced work was performed. How do I go about finding out what happened to these jobs? If they already had a quote and they all voted on it and it was passed should any work start after that?

Contact your Board of Directors and ask.

I wouldn't confront. I would simply ask what the status is.

I don't see how a simple letter is offensive:

Dear Sir,

At the annual meeting the membership approved funds for painting of common area signs and replacing shrubbery.
I was wondering what the status of those projects are.

There very hush hush about what they do. I asked countless times for these meeting minutes and never received them till now. They only have one meeting minutes posted on the HOA website that is 10 years old. The meeting was over 8 months ago. They already had another annual meeting and still no minutes provided to residents. When I inquire about the work being done I will ask the managment company also about seeing if I could get the meeting minutes. Also if I want to look at what the HOA is paying for what documents do I ask to see? Thank you

I'm assuming there was other jobs also that they voted on during the last annual meeting a few months ago but I'm not aware of what they were as I heard talk about them.

Florida is an open meeting State.
Attending the Board meetings will let you know whats going on quicker then waiting to review the minutes.
Keep in mind that asking for copies is not the same as reviewing and, if they desire, the Association can charge you for copies.

In your previous threads, you gave an impression that you knew what documents should be asked for.
If you are wanting to look at general finances, then ask to see the financial statements provided to the Board.
If you want specifics, then ask to see specifics.

I assume that the $1250 expense and the $3000 increase were voted on as part of the annual budget approval process.

That would have given your board the authority to spend those funds some time during the year.

The fact that the work wasn't done shouldn't ordinarily be an issue of concern as long as the funds are properly accounted for.

John, keep this in mind about meeting minutes. At least in our HOA, meeting minutes are only posted after they are approved by either the general membership (annual meeting) or quarterly board meetings. Minutes are not just typed up and posted as soon as the meeting is over.

2015 annual meeting minutes will be approved at our 2016 annual meeting. So only 2014 minutes are available.

Our March 2016 quarterly meeting minutes were just approved at our June 2016 meeting. This week's quarterly board meeting minutes will be reviewed/approved at our Sept 2016 meeting.

Money budgeted is not unconditionally/legally dedicated to a specific defined project. Quite often there is a lot of robbing Peter to pay Paul in the budget process. As an example, in the fall floods in my part of SC, we sustained damage to a retention pond drain off tower. The necessary repair was $6K (10% of our budget). I am anxious come our Annual Meeting (next week) as to where this money came from. I expect it came from underfunding our 2015 Reserves. I shall wait and see before raising any issues.
