We have a website set-up with ALL documents: CC&Rs,By-Laws, Rules & Regulations, Financial Statments, Board Meetings, and much much more for all homeowners to read or download 24/7. We keep our site up-to-date. However, one person does not want to be bothered by going on the website. Instead, they want everything mailed to them. We are more than happy to do this as some people (mostly the elderly) do not have a computer and receive there info my mail.

My questions is: Can we charge a fee for copying and mailing out whatever documents are requested?

EXAMPLE ONLY: Something like $1.00 per page which would cover the paper, envelope and postage?

Our HOA fees for a 48 unit complex is only $150 a month which will stretch just so far. We are in South Carolina and must try to keep within our budget.

I commend you association for making all of this information available online. With that said, I feel the association has done more than most and should leave it go at that.

SC, even with few HOA laws, might require that you US mail the docs the owner requests and you can charge them. There might even be something in your own documents.

In CA we can charge a reasonable fee. But I don't know how to define "reasonable" in your area. $1 page sounds a little pricey... but I don't know....

In CA we aren't required to do the clerical work of compiling or sorting materials that aren't easily accessible, e.g., how many Owners have been cited for incorrect house paint colors or whatever.

So you already do mailings for the elderly, but dont want to do it for this one person? Sheesh, just mail the person the info or drop if off in person. Paper is cheap.

Do not just grab a number out of thin air. Actually figure in cost of materials and postage. Labor could be charged but also based on reality. Maybe whatever minimum wage is etc... I don't like it when numbers are just pulled out of the air that sounds good. It should be evaluated in reality in my opinion.

We have a board member who walks nearly every day. Hand delivers copy of anything new to 5 who don't have pc access. The 6th who doesn't have pc access has a friend who does the same thing for her.

We don't mail anything any more.
