Usually not Margie; check your By-laws to confirm.

I can't find anything in our rules for or against. My thinking is it is difficult to find members willing to serve on committee, the more the merrier.

Margie, often HOAs find it desirable to have Board members chair committees. Thus they are available to give committee reports at Board meetings. I agree that when members volunteer then use as many as possible.

I like having board members being liaison to committees (one per) and then that board member is responsible for making sure there is a committee report at the board meeting. I prefer not to have board members be actual members of the committee as it can lead to conflicts of interest -- the grounds committee wanting more money and the board member both asks for it and votes for it, due process concerns on the covenant committee (same person shouldn't be acting as jury and judge), etc. That being said, it is not always possible due to lack of volunteers. We had a G&M/board member and it was a disaster, had another one that handled it just fine even though I was extremely wary of the situation.

We have a Board Member serving on House and Grounds and Welcome committee.
Previously . this was not permitted. We had a Board member serve as liason on each committee. Now they see nothing wrong with all the Board members serving as committee members.

Now the Vice President and House and Grounds Liason ask the committee members to vote to dismiss a Board member from the House and grounds commeittee.
