I am going to be out of town for our HOA annual meeting and want an issue addressed. Can I submit the request to the Board president by mail/email to have the members present discuss and resolve the issue?

FYI- the issue- our covenants (dated 2002 with no recent amendments) forbid "storage buildings" in our 40 home subdivision. There are at least 5 storage buildings erected since 2002 and no action ever taken, most recent one erected in 2015 in lot behind my home owned by a past Board member/retired banker who cannot claim ignorance of the covenants. If Board is not going to enforce that covenant, I want it removed so I can legally erect one and not skirt the rules and face possible sanctions later. Apparently the others do not worry about rules but that is not in my nature.

Since annual meetings generally consist of board elections and a review of last year's activities and plans for the upcoming year, you can bring it up, but I wouldn't expect a resolution at the annual meeting.

You may want to wait for the next board meeting and bring it up during the resident forum - it's ok to submit a letter anyway so you have a paper trail. Give the Board a chance to research the issue - perhaps the other buildings went up before the covenants were enacted and they've been grandfathered in? Did the previous board member submit an exterior change request that was approved (check previous meeting minutes).

And why are you targeting the one built in 2015 - if it and all the others went up contrary to the covenants, shouldn't you ask that ALL of them be removed?

As far as I know, there are only annual meetings- I have never heard of a Board meeting being held- certainly no notices of them.

I am not targeting the 2015 one, only pointing out that the covenants were last modified in 2002 and this one was built. Sorry if I confused it.

As far as I know there are no provisions to allow the Board to approve these; the covenants strictly prohibits them. It has never been mentioned in previous minutes.
