If I recall there was an article a year or two back about an HOA Owner in GA? who was a County Sheriff that got stopped for speeding in the HOA by the HOA's private security and the Sheriff arrested the security officer for impersonating a police office.

Does anyone recall the article?

Do not recall that article but makes sense... Which I won't say is on the HOA. It sounds like the security guard may have done something wrong in translation of their duties. Security guard can sometime cross that line if they have a "wanna be cop" syndrome.

I do not recall that specific article but you may be in the right ballpark.

I did a quick search on "HOA Security guard impersonates" and one of the results was from WSB-TV in Atlanta. Alas, the link was defective, maybe because the story is too old.
The link was: http://www.wsbtv.com/news/news/local/do-security-guards-issuing-traffic-tickets-overste/nXXbD/

I found another dead link with a bit more info. It was dated April 25, 2013. All I got was "Apr 25, 2013 ... On Thursday, a Gwinnett County Superior Court grand jury issued ... security guards pulling over drivers in several local neighborhoods. They use lights, sirens, and even write traffic tickets, but they aren't real police officers."

Hope that helps

Irrelevant to your question but too good a story to keep quiet.

Several years ago a state employee was charged with impersonating, uh, a state employee, namely himself.

The man worked for the Registrar of Contractors and was driving his state-issued car from Phoenix to Tucson to attend a meeting. He claimed that he was run off the highway by a commercial shuttle van. After determining that some minor damage had been done to his car he pursued the van. When he caught up to it he flashed his lights, honked his horn, held up his state-issued ID, and motioned for the other driver to pull over. While the van did pull over the driver remained in his van and called the Highway Patrol. The police responded and issued a citation to the van's driver and arrested the state employee on a charge of impersonation. The charges against the state employee were eventually dropped.

That's why our security officers are off duty cops - we wanted people who had the authority to ticket.

Public or private roads?
Off duty or not, they may not have the legal authority to ticket for speeding if it's a private road.
