The MD HOA Act requires salaries of employees paid by the HOA to be made available to residents. The yearly budget rolls up all the salaries into one number and does not provide the detailed info as to how the number was arrived at. I requested the salaries of all on-site employees of the Management Company but was told since the employees are paid directly by the Management Company and not the HOA, that they do not have to provide the salary info. Is this in violation of the MD HOA Act?

The simple answer is no.

As your title states, the individuals are employees of the Management Company.
They may work onsite at the HOA, but they are paid by the MC.

JerryN1, if they are employees of a management company the answer is no.
If they are directly employed by the HOA (even if a management company is authorized to pay all of the HOA's invoices) the answer is probably, depending on the exact wording of the MD HOA Act.
