When does developer have to put down the final layer of the road

I live in a gated community with an HOA controlled by the developer in Maryland. All the lots on our street are complete except one. Is there anything in the MD HOA Act that specifies when the developer has of pave the final layer of our street?

I suspect that the Developer won't do the final paving until that last lot is sold and built.

Have you asked the developer when you can expect the streets to be fully paved?
