Can we put in HOA packet for Annual Meeting: Whether you plan to attend the annual meeting or not, please complete and return the enclosed proxy so that a quorum may be established. A return envelope is provided for that purpose.

Doesn't the person who has the proxy have to present the proxy when he signs in at the annual meeting?

yes to both.

We have proxies assigned to the Board all the time and then designate the Secretary to sign for the the board.

has the meeting already occurred and you're trying to find out what is allowed or not allowed or are you simply trying to do research prior to sending out the notice?

my packet for the annual meeting just arrived with this information. If we return the proxy with a residents name on it and return it to the HOA office. Shouldn't the proxy holder hold this and show this at the annual meeting when he signs in. How can this proxy count to the quorum just by sending into the HOA office. How would the office know who was the proxy without opening the envelope.

Did you ask your board or the property manager these questions? What did they say?

Our association uses proxies similar to Tim's - if the person isn't showing up AT ALL , he/she can complete the proxy and return it to the property manager. All the envelopes are opened and counted at the meeting. If the person has assigned someone to be the proxy, that person shows up with the proxy and after it's checked, he/she signs the attendance roll and votes as usual.

The homeowner can use the proxy to help make quorum and nothing else or do that as well as vote for Board members. If someone sends in a proxy, but later decides to come, the proxy will be cancelled and he/she will be allowed to vote as usual.

Unless your Association requires the proxy to be sent directly to the Association, proxy forms should be given to the individual you named to be your proxy representative. They would then provide the form to the Association to identify them as your proxy when they attend the meeting.
