Does the person having a proxy for annual meeting have to go to meeting.
If proxy doesn't go to meeting, can proxy still be counted towards the quorum.

Depends who the person is.

If the individual is a board member, and the proxy doesn't mention them by name but states the Board or the Association, an argument can be made that the proxy was received by the Board.

However, typically, the proxy form only assigns someone to be the members representative. If the representative didn't show, then it's the same as the member not showing and the proxy should not be counted.

in HOA's packet for the annual election can we add: Whether you palm to attend the annual meeting or not, please complete and return the enclosed proxy so that a quorum may be established. A return envelope is provided for that purpose.
