Does anyone know if Pennsylvania has a HOA Ombudsman ? If so - would you have a web address or a link. - thanks

KimT2: I, too, am very interested in learning about this role and their responsibilities. What states have an Ombudsman and how are they appointed and by whom?

I wish I knew more about it in PA. I have tried Google, and can't come up with anything. Maybe someone here will know.

Here in MD we had a task force on HOAs (2006 task force on common ownership communities). I was able to track the progress of the House and Senate bills at the MD General Assembly web site (obmdusman didn't pass - this time). I also think that the report is/was located on the governor's web site.

I also just found the item http://www.ombudsassociation.org/pdfs/GuidanceOnABAStandards%20_final.pdf

A quick scan at it - sounds interesting.

You might try checking state/local government (archives) web sites and/or try searching on Alternate Dispute Resolution (ADR), mediation or arbitration.

PA dies not have an ombudsman. At present only Florida and Nevada have one. Florida fired its first one and is on its second. Nevada's is considered almost useless by the owners - too few staff and limited authority. California is considering it. Arizona went the way of opening its Administrative courts to HOA problems, first for a $500 filing fee which was later raised to $1400. A number of other states have considered it but haven't acted.

I called our state representative's office, and they said to file a complaint with the attorney general's office. I think this is what we might have to do.
