We are a small community - 67 home sites - and are looking to put up a website. Looking for recommendations for web design and hosting companies. We would like someone who has templates we can pick from and tweak for our needs. We would be doing maintenance ourselves so something that is user friendly. Any recommendations - or companies to stay away from - would be appreciated. Bear in mind that since we are small, we don't have a ton of money to spend on it.

Could the association afford $250-$450 per year for website and hosting?

The packages you're likely to find will not include the ability for you to maintain it yourself. Any customization will be rudimentary at best. I've yet to see an association website that was worth hundreds of dollars a year. Most go unused and end up collecting dust, as it were, with only the occasional newsletter being posted.

Which isn't to say they all have to be like that, and yours may well be the one that breaks the mold and is actually useful.

Hello -- our small HOA has a website and we can easily maintain it because it is a "template". Check out "Network Solutions" and select the "Do it yourself" website option and purchase your domain name and then the template package. They host it but you have several options to create your own website and branding, it is fairly easy to do. Our annual costs are around $158, and it has been well worth it! Thank you, I looked at Bedford website. Quite nice but we are looking for a secure front end.
