If a board member has an issue with a neighbor, and it is not a park issue, and the board wants to go into executive session, does the president have the right to excuse the board member? I am confused as to why they want to go into a executive session if it is not a park issue?

Are you the "board member" or "the neighbor," Kate?

If it's not a park issue, is it a matter of board member discipline, e.g., breaking the Board's code of Ethics? Or bullying the neighbor in the name of the board?

If it's simply a neighbor-neighor dispute, the board should not be involved.

I an unaware of any public policy that would allow any directors, or group of directors, to exclude another director from any official board meeting, including an executive session.

As Kerry said above, if this is a spat between neighbors the board should not be involved even if both neighbors are on the board.
