How do I get a board to actually become active participants in how the community is managed, and not figureheads that meet quarterly, etc?

Our MC has managed to present enough "mis-information" that has basically caused the other board-members to fear making a decision, or even reviewing information independent of the MC. I have had three different sources attempt to sit down with this board (legal counsel, local chapter president of HOA state group, and radio talk-show host of a pro-owner show). All to no success....

Has anyone else been in this situation...? I thought that community apathy was hard to overcome, but board apathy and inaction is Mount Everest....

The only thing I can think of given what you have done is gather together a bunch of news articles (the home page of this site has a news feed which you can follow to get more) that illustrate what happens when a board is "figurehead only". There are enough tales of embezzlement, poor decisions costing the community money, etc. etc. that I would hope they would take a hint. Likely though you should start trying to find other decent board members to have them lined up for the next election or a special election.

Jadedone, it is obvious from your posts that you are a very capable and motivated individual. Unfortunately, there ofter are more talkers that doers plus some what positions but do not want to work or take responsibility. That is why in the President's postition it is critical to get someone who has vision and courage. So how does one motivate the horse to drink? I would try to have patience and keep working on them.

Also, the MC is a detriment which is doing harm. Perhaps one needs to change the water and/or the horse

If the board won't change the water, then it doesn't make any difference what the horse does.
