I received a collection letter from me HOA but account is paid and current. I call my HOA ans they stated they are no longer the management company for my community. Now, they are giving my telephone number to the other management company and the other company doesnt know anything about the letter. Is it common for a management company to be changing to another company without any noticy to the owner?

Normally the Board or the new MC sends notice of change of MC to all members. You can send a copy of the collection letter to your Board with a copy of your payment check to clarify any misunderstanding.

I would send it certified mail. This could be a scam to steal homes through foreclosure.

It could also be a scam just to get you to send a check to a PO Box. Certified mail isn't going to prevent that. Certified mail just certifies that the letter will be delivered.
