Is it standard practice to provide a vehicle or fuel allowance for the HOA’s Community Manager?

It depends on the contract... Is it in their contract to do so? Our insurance covered a HOA vehicle. We did not have a HOA vehicle. However, the insurance was a "group" insurance with coverages they required to us to have. Could not pick and choose everything. What happen is that if I or another board member was ever in a car accident while conducting HOA business, the HOA would cover our deductible or excess our personal insurance did not. It was similar to gap insurance. May want to check your insurance policy to see if this already exists.

I would also say it is up the board to agree to compensate for gas and mileage while conducting HOA business ONLY. Plus may want to talk to a tax expert on what form should be used. I can't say it's right or wrong. Can only say it's what you all feel you want to do.

Unlike when Melissa served on a board, we actually have a property mgr. (PM) Our contract with our Management Company (MC) is that we reimburse her for gas to drive to court or mediations, and these have been extremely rare.

In what cases would your manager drive a car? I guess if the mgr. runs errands on behalf of the HOA , let's say they drive to buy HOA stationary, envelopes, stamps, etc, she'd want to be reimbursed for gas.

Your budget would have a line items for the actual things that she buys. Our MC provides many of those items,, e.g.., office supplies and that is called Supplies and incidental Costs an bills us for them.

So it does depend on what the CM does for your community and what is in your contract with her. Our contract has several other reimbursables, e.g., OT if an evening meeting lasts later than 9pm, mass mailings, etc.

I will add clarification; this benefit was from the Community Managers home to the location of the HOA (over 40 miles one-way) and paid in addition to a base salary. As the new Treasure (4 months), I find this a bit unusual.

I do think we've had a couple of posters who have CMs who have long commutes to work.

But waitaminute, many, many people--millions in the US-- commute long distances to their workplaces and are not reimbursed for going-coming to work. In general such reimbursements that I'm familiar with only happened for the driving that the employee must do while "on the clock."

It might make sense, though, to reimburse the CM for gas if needed after hours, or on weekends.

We do not re-imburse any mileage for our PM. The only extra charges (besides their monthly contracted bill) is to pay extra if they appear in court on our behalf. Travel to the courthouse is at their expense. Though at the rate of $75 per hour, they can pay their own gas. Our PM actually lives like 35 miles away from their office. Our HOA is a little spread out (3 different pockets of homes within 1 mile of each other). She uses her own vehicle.

It would depend on the size of the HOA, among other things.

My association is spread out over 400 square miles in the middle of nowhere. Our HOA owns several vehicles for maintaining the roads and one is a 4x4 pickup used exclusively by our VP of roads. Since our MC is there mostly to collect the assessments, they have no reason to visit or drive around our development.

It totally depends on the Management Agreement. We build most costs into a basic monthly rate.

I am a PM. The company I work for gives me mileage reimbursement. It is not billed back to the communites.

I visit my properties (11 total) several times a month; to conduct inspections, meet vendors, inspect completed work, attend Board meetings,etc. I average 400 miles per month.

Get a copy of the contract and read the terms.

If the language isn't there, question the expense and ask for a copy of the signed amended contract allowing such reimbursement from the PM.
