Yes, it is not allowed for a doggie(I LOVE dogs)to poo-poo anyplace on the common grounds and the dog owner just leaving it on the ground.

In reality, what can be done? There certainly cannot be police paid for by the HOA and placed on each building corner in 24-hour shifts. Thus, WHO is responsible for enforcing this particular law if no one is around to enforce it?It might be risky for a condo owner(upon seeing the dog poo-poo)follow the dog owner to their own respective condo and even if they did.. what could be done about it?

I am guility of being an "new" "old fogey" but I suspect that most cellphones have a camera function them. You can take the photo of the "offensive" action and submit to the HOA for enforcement (if you have rules and regulations regarding such unauthorized "deposits"). My community have doggie waste stations where there are baggies and a lidded pail for discarding waste. I believe that they ran in the ballpark of $400 a piece.

Most Town's or Cities have a pooper scooper ordinance. If you know the offending Owner of the pet, you can report it to the Town or your MC.

Obviously, the violation is not that the dog poops, but that the dog's owner is not acting responsibly and disposing of the poop appropriately.

Our documents dictate that all pet owners, while having their pet outside on a leash, must carry a bag, pick up the waste and dispose of it properly.

If you see a resident walking their pet without a bag, and the pet doing his business, take a photo and send it with a violation letter.

If it is a repeated 'poop' violation (same offenders), increase the fines substantially. The Board can also send a letter to community residents announcing this rule will be consistently enforced, and the fines listed so no one is without knowledge.

We have the same problem; we even have "Mutt Mitt" dispensers throughout our community, yet still have owners who will not use them.

I noticed on forum that a guy Richard has solution to problem.
Some of the forum hoa people picked him apart.
I believe he is only trying to help.
I wonder how he found this forum ?
Possible same way I did. Search engine looking for answers?
