Who is responsible to repair the drain pipe that has detached from building wall?

The home is just over one year old and the owner was advised by the developer that
the drain pipe is no longer under warranty. Owner wants the HOA to pay for repairs.
The Declaration of Covenants states that the Association shall "from time to time
as deemed reasonably appropriate and necessary by the Board of Directors',in the
Board of Directors sole and absolute discretion, ..."repairing and replacing all
portions of the siding of each Building , maintaining, repairing and replacing the
roof of each Building...

It is further stats that The Association shall... "clean leaves and other debris
from the roof gutters and roofs of the Buildings.

Is the HOA responsible for the repair of the drain pipe that is detached?

From the doc snippets quoted I don't see any reason the HOA would be involved.

Who owns the building? The HOA or the individual? The quoted docs also refer to repairs of the siding and roof, of which this is part of the roof system.

I say it is more likely than not a HOA responsibility

The OP says "home" then "building". If a building (high rise or town homes) then I expect the HOA would be responsible for outside maintenance thus the drain pipe would be the HOA's responsibility.

We had a situation. We are standalone, patio homes. The HOA is responsible for landscaping and outside home shell maintenance. One owner sent an Email asking for their gutters to be cleaned. Our homes were built without gutters. Some owners had gutters added. The owner was informed the HOA did not do gutters. She insisted that as they were there when she bought the house (a resale) that they were the responsibility of the HOA. There were several go arounds with her but she finally accepted it.
