From a municipality point of view, possibly. It would depend on the city or county laws.

From an HOA's point of view, probably not. It would depend on the language in the governing documents.

A car on the road requires a tag. If a car is designated as "salvage" and not to be driven, then it may not be required to have a tag. As long as it is never driven on the road until re-licensed. Usually cars or other vehicles without tags means the car is being used for parts or in some cases restoration. Which HOA's can band in their HOA as broken down vehicles are typically against the rules. It's not the license issue as much as the broken down status.

Kerry, If you recall, when you were first posting, you often asked questions about issues you could have looked yourself. You even did this after individuals provided resources to the Davis-Stirling site or CA statutes. However, individuals on this site patiently helped you learn where to go and find answers specific to your issues.

As you pointed out, this was Alice's second posting.

How would you have felt if someone responded to your second posting that they weren't going to look things up for you and you should learn how to do it yourself (without providing any assistance as to where they might go to find the information that they are looking for)?

It is a forum for advice.

As I said, if you are living in an Association, your governing documents may require that vehicles have proper registration and license.

If you are not in an Association, then, as others have said, typically the requirement of license, insurance, etc. is on vehicles that are operated on the roadways.

However, the city or County may have additional requirements. The internet, your local library, the DMV or your local police station may be of assistance in finding the specific laws that apply.

Keep in mind that even if State, County or City laws don't require license and registration, your Association may require it. Therefore, you simply may want to keep the vehicle within your garage (if you have one)

In Indiana, I think the only way you could do that would be if the car was in a garage - if it's outside, it should have current plates. Your BMV might know.

In our community, you can't do that and if our security officer sees it, he'll issue a warning for you to either get the car plated or put it in a garage or move it off the community. If you don't, the car will be towed at your expense.

Tim has done a great job of finding resources to determine what is allowed by law. He also mentioned about association rules.

Do you have a copy of your by-laws and convenants (possibly known as CCRs, Deed Restrictions or some other name)? Those are a good start to determining what your association allows. In any case, you should read and understand those docs. Beyond that, the board of directors can pass rules, which are hopefully documented somewhere. Nobody here has any way of knowing what is allowed or not by your HOA because we don't have access to your documents.
