my small neighborhood of 135 homes are covered under 5 covenants. We thought we had an HOA, but have found out that only phases 1 - 3 are legally covered by it. Anyway, we want to come up with a simple Neighborhood Agreement that covers the minimal yearly dues, elections of officers, and other basic stuff like how dues can be raised, how agreement can be modified, etc. and get it voted into place. Each phase will continue to be covered by its own covenants and this agreement will not address any noncompliance issues with them. Anyone have a sample of such a simple, basic agreement or know where I might find one? Thanks!

Additional info - the only common property is the front entrance and some street lights. We just need a legal document that everyone can agree to that covers dues and their collection to pay these 2 bills, in simplest terms. Of course, we need all the legal jargon in there as well!
