Welome to the forum, BobD. Please elaborate on what kind of contractor does "CC&Rs inspections." I'm not familiar with that term. What doe that term mean?

223 homes on small lots close together. We had volunteers. We are changing our requirements from "drive-through" to "walk-through and photograph each alleged violation". Volunteers not comfortable with this change. We are looking for an organization that provides this service to other HOAs. I have located companies that provide only this service, but they are too far away. Some security firms provide this service in addition to other more traditional security services, but not in our area (Fairfield, CA).

So a good-sized HOA. While this may seem like an unrelated question, BobD, does your HOA have any amenities, e.g., pool(s) playgrounds, etc.?

We are self-managed and have similar requirements for violations. However, we only walk the property once per year. We will check out any complaint about an alleged violation anytime throughout the year. However, we only walk it once.

If there are no volunteers, you need to ask what is it about the policy that makes them concerned? The pictures or the walking requirement?

Prior to hiring someone to do this for you, make sure you ask for new volunteers. Additionally, have you considered hiring a homeowner as an independent contractor to do this for you?

Also, consider the impact. Our board did this once, but hired someone outside the development and didn't announce it. It caused all sorts of issues within the development as that individual felt the need to justify their position and issued citations that were questionable, entered property (enclosed rear yards) when they were not authorized to do so, and it took the Association over a year to rebuild goodwill within the membership because of those actions.

The other issue to consider is that whomever you hire should not, I repeat NOT, obtain a portion of any fee or monetary penalty associated with a violation. This can create an over-zealous enforcement as they see it as a new revenue stream.
