I live in an area with several condo complexes, each of which has its own HOA which never talk to each other. Has anyone ever considered or tried to create a sort of "colliation" of HOAs in an area that would meet regularly and discuss community issues etc. I'm also thinking if each board agreed to use the same vendors for certin things such as security patrol, there might be a good cost savings. Just a thought. What would be the pros and cons?

Sounds like a good idea. Other than a Master Association (which I know isn't what your talking about but sounds what it would be like) I've never heard of such a thing.

This is an admirable idea in theory, in reality however, HOA's and their members are so capricious it would only end up being a whine and cheese party. I have often thought of how to go about getting together with other boards to better the whole HOA deal, but as we know from this forum, so many different views of how they are to be, and too many are not run at legal level that butting heads would be the only result.

I actually thought about that. In a 3 block radius of my home, there are 4 separate HOAs besides mine. I know people in each and ask them questions about how their HOAs work. We all have the same concerns (landscape companies, trash/vandalism by local school kids, etc). We also banded together to get a developer to put in a sidewalk on their lot (we were unsuccessful). We also have a master community association but is pretty much hands-off unless it deals with the parks/pools they are responsible for.

Sounds good in theory.

"The difference between theory and practice is that in theory, there is no difference between theory and practice, but in practice, there is." - Unknown

(This quote is often incorrectly attributed on the internet to at least three different people, but it was actually a remark overheard by an author at a computer science conference. It made the rounds on Usenet for 10 years before people started falsely attributing it to specific persons. Whoever really said it shall, unfortunately, forever remain anonymous. I want to strangle people who attribute it to Yogi Berra. In his best day, Yogi couldn't tell you what the word 'theory' meant, never mind concoct such a pithy saying.)
