Well first, who is "we"? The BOD?
Homeowners have noticed loopholes? Who wrote the parking policy? Who approved it and why didn't anyone involved notice the loopholes? How was it "enacted" and by whom ? Can your association have a parking policy that's not part of the covenants?
Is this a single family home community, townhouses, or condo? Who owns the parking areas?
And finally, why do the other board members and the MC not think it's important while you do?
