I have a few questions (to ask) that may help you to achieve quorum. What state do you live in, first? Are you able to use proxies? If so I would suggest doing as our community has begun to do, which is “solicit” for these proxies, in other words go door to door, asking homeowners to turn over their voting rights to someone, (whoever you designate) that will be present, which could vote for them. Also assure them that in the event that they are able to attend, that the proxy collected will be invalid, they can then vote in person. -OR- to have the HO vote on the spot. Make your proxy have options. If you can not use proxies, then each lot owner (if eligible) has one vote and they may vote as they please and yes, they do count toward quorum, they are still members of the community, even though they are “running” for a seat on the board.
I have received some great advice on a very similar subject matter concerning quorum. I, as well as many of the other board members, who have posted to this HOA discussion forum, have provided some very insightful advice, which may help you further.
