Same place you would look for any other liens (mechanical, etc.).

County Courthouse, Register of Deeds, etc.

Some Counties have an online search tool. Some are free, some you have a small fee for the online record search.

They can be found at the County's Recorders Office.

In the name type in your HOA full Name and their under the HOA's Name. some might be under business search function on those sites also.
these includes all the deed restrictions and modified ones also and then the liens, the lien releases and if the HOA turn over if say 20 years ago a Developer turned it over to the HOA property owners it's there if not it's never been officially turned over and might not exsist any longer due to the city would of seized the common lots for unpaid taxes.

Newspapers publish them under the "legals" section of their classifieds. They are NOT published daily. Each paper is different. The legal system uses the public newspaper as a means of "Public Notice". That way a person can't say they were not notified of a lien, foreclosure, abandoned property, or divorce if published for a certain amount of time in a public resource.
