Under Robert's Rules. is it allowable for the Chair to make motions?
My thought is that the hair should refrain from making motions.
I have also seen that the Chair must step down to make a motion.
Robert's Rules also says that if the chair is also a member of the assembly that is meeting, the chair has the same rights as every other member: namely, the right to make motions, participate in debate, and vote. When voting by secret ballot, the chair, if a member, casts a vote just as does any other member. Usually, to preserve the presumed "neutrality" of the chair, the chair often votes last, if the vote would make a difference, as when there is a tie among the other members, or the chair does not vote at all. Generally, the chair will also speak last in a debate. In small assemblies, the chair can make motions without handing the gavel over to the vice-chair or the vice-president. In large, more formal assemblies, the chair will usually step down temporarily to make motions and participate in debate.
