The condo development in which I live has many facilities, pool, Gym, lounge etc., which are duplicated by the Master Association and some, such as a sauna which the Master Association doesn't have. Therefore there is absolutely no need for owners in our development to make use of the Master Assoc facilities which are off-site. Does anyone have any experience at successfully withdrawing from the requirement to pay the Master Association fees.

Welcome Victor but I don't think it can be done. If it had been successfully done before, this site would have had multiple posts on how to do it and I don't remember a one. If it can successfully be done the procedure will be spelled out in your CC&Rs somewhere.

Victor,

Who maintains the Roads? If it's the Master Association, I doubt you could withdraw.

I have seen developments where one section, typically town-homes or condominiums, that don't belong to the Master Association. However, it is typically initially set up that way.

To make it happen, the CC&Rs for the Master and your sub Association would have to be changed. Since losing your section will require the Master Association to raise assessments for the remaining members to make up what they would lose with your section no longer paying assessments. Therefore, I doubt that the members of the Master Association would be willing to amend their documents.
