In our city, the city has an noise ordinance policy. It covers contracts, tree trimmers, gardeners and the likes.

Our pool guy started coming at 6:45 am. If I had signed the agreement, a question I would have asked or confirmed 8am or after. I know it can change; sometimes they get additional work in the neighborhood and will ask to switch dates, but 6:45am seems unreasonable. A homeowner went out and chewed him out one morning. He's coming later but still be 8am. Don't have a HOA policy on time workers can come in to work, other than the noisy guys where policy is controlled by the city. Board member who signed the agreement doesn't want to do anything about it.

Anyone have policy on hours workers (other than the noisy guys) can come on the HOA property to perform work? Or is it normal for pool peeps to show up before 8am ?

The Association likely doesn't need one. Simply go by the city ordinance.

The sentiment behind your inquiry seems to be that of noise.

How much noise does a 'pool guy' make?

Did the upset HO want to swim while the PG was there?

Or is this a 'principles' thing?

Our hours were 8 am to 5 pm. It mostly regarded our Lawncare. Most contractors I know generally keep those type of hours anyways. Our pool person did come by early in the morning. However, that's because we were first on her list. Plus no one went to the pool till 10 am.

I did not find it an issue about contractor noise. It was after 10 am noise that was more of a nuisance. However, we just called the police.

A lot of our condos are poolside and there also are several poolside town homes. So in our pool guy's contract, who comes twice a week, we specified that he doesn't come till 8:30, which also is the time contractors can work in units, when our custodians reset poolside furniture, when move-in/out may begin, etc. all noisy work must stop at 5pm.

Safety also comes into play its pitch dark in the early am in fall and winter months here. Thought if others have guidelines it might be a good practice for our HOA to adopt.
