Do they only represent the Board of Directors, or do they also represent the Homeowners if the Board of Director's are violating the state law for HOA's?

Patricia, the HOA attorney represents the association. However, they are hired by the Board of Directors and directed by them. Individual owners would need to employ their own attorney if they so desire.
