We live in a gated community that was created with 7 different HOAs and 40 lots without one. We have been able to get agreement from the HOA boards and some lot owners that a master agreement would be good idea to create uniformity in the general operation of the community. Has anyone done this? Is it possible to do this? Do you need 100% positive vote? Can you proceed without 100% agreement and exclude those owners who do not wish to participate?

All excellent questions and ones for a legal professional, not an internet forum. The devil is in the details and I expect the CC&R's for all 7 HOAs.

Studies show that 5 out of 4 people have problems with fractions

You may need to have each of the 7 amend their CC&Rs to allow them to belong to a Master Association.

As Glen said, excellent question for an attorney who has access to all of the governing documents for all of the Associations.

That said, I have a question. What would the purpose of your Master Association be?
