Our North Carolina Master Association is comprised of several sub-associations of which some are single family homes and others are town homes or condos. We all pay equal dues into the master which includes road maintenance and repaving when necessary. Our complex of condos is due for repaving but the master will only pay for the basic 22 ft wide entry road and not the parking slips. On the other hand, the 22 ft wide roads into each of the single family sub-associations all end in a cul-de-sac. Some of these roads in the single family subs also have spurs that also end in cul-de-sacs for a total of 22 cul-de-sacs in all. Obviously the design of a cul-de-sac amounts to more than the allocated 22 ft width assigned to the condo subs. The additional paving yardage over 22 ft. for these cul-de-sacs is being absorbed by the master but the cost for the paving our condo parking slips is being passed on to our sub-association.

You need to read the governing documents of your sub-association and the master association to determine who has what responsibility. It may say that the Condo pave their own parking spaces, it may not.

Another option is volunteer to serve on the Master Association so you can get a better understanding of why things are done the way they are. Serving will also place you in a position to be part of the decision process.
