I'm on the BOD for the master HOA for which I reside. There is also a sub that has become nonfunctioning for all practical purposes.
The fired their management company the Pres ran the rest of their BOD off.

Dues are collected, enforcement turned over to Master.

How can a complaint be filed. Financials not posted, no meeting, etc but dues continue to collect for what I assume the reserve but nothing else.

The HOs are frustrated, come to the master for relief and we feel our hands are tied.

MarkM, Your hands are not tied; you just need information. As to whom to contact you can contact DORA and file a complaint. A more effective choice is to help correct the problem. If I was your managing agent the suggestion would be to review the Bylaws of the sub association HOA and then act to support the homeowners to getting Board members elected to properly run the sub association (and if justified remove the current member of their Board). The managing agent for the master association should be able to assist you. If not, you can contact the master association's attorney or phone me at 303 925-0150.

RogerG, thanks for your response.

And this is something I have contemplated only as last resort. We (BOD) have tried to convince homeowners of the sub to get involved at meetings, in our newsletter and even sending a letter. The "prez" of the non-functioning board who ran everyone else off for 10 years now makes it difficult for the HOs to want to be involved. They feel trapped between what we as the master are saying and what he as the sub is saying they that are all victims of our over reach.

I feel this will ultimately become a legal battle which I do not want and I presume my predecessors did not want either however the issues seem to have gotten worse overtime.

Is the person writing this making a joke? The language is very odd. What is a master HOA?

Sometimes HOA's exist within another HOA. That larger HOA is the master HOA.

The community I live in and on the board for is the master association, meaning we are over the entire area of the community as defined. There are also several sub-associations that fall within this area. Those living with the areas of subs are responsible for the dues and governance of each. Personally, I would find little vale to this unless there were addition amenities afforded but that's just my opinion.

In one development I was aware of there was one Master HOA and several sub-HOA's. Each sub HOA paid dues to the Master HOA. Each sub-HOA's President of their BOD was a Director on the Master HOA BOD. Nobody actually voted for the Directors of the Master HOA.

The Master HOA had amenities for the use of all. Pool, tennis, clubhouse, bike trials, ball fields, entrance ways, etc.

Some sub-HOA's had their own amenities they paid for and were for their members only.

As an owner, you might have two HOA bills. One for the Master HOA, and one for the sub-HOA.
