When the present Board was elected, I was unable to attend the meeting.
I should have been offered a way to set a proxy for this vote, but it was never offered.
It seems the new board was installed without my input or the input of the others not attending the meeting.
Quarum or no quarum, can that happen?

You may be able to contest the election. See Davis-Stirling's election page and click on topics about contesting the election.

You could rally support and recall the Board. See Davis-Stirling.com's resignation and recall page

Question - We're there more candidates then seats available? If not, then it may have been an uncontested election and your vote wouldn't have mattered one way or the other.

Question - Do your governing documents allow for proxies? If not, then the only way to vote would have been to attend the meeting.

If your governing documents do allow for proxies, the Association is not required to solicit them or provide a form. You do not need a specific form. You only need to state, in writing, that Mr/Mrs/Ms xyz is being appointed as your proxy representative at abc meeting. Give your Lot address, mailing address if different, sign and date. You didn't state how many homeowners in your complex.

All elections for directors are to be held by secret ballot, not proxies. As Tim pointed out, proxy can be used, but there is no requirement that they be may available to the membership.

I am going to take a guess at what happened. Say there were three openings and three candidates, all incumbents. There was no quorum and nobody present at the meeting voted to adjourn to a later meeting where, if the Bylaws allow, quorum would have been reduced by 50%. If nobody objected and in the spirit of saving money, the people on the ballot got re-elected. You could have had people as write-ins or maybe nominations from the floor, but if the members aren't educated about such things, well, things can't fall through the crack.
