I am new to the HOA. We live in a mobile home rental community. Our HOA consists of @ 1/3 of our residents. The HOA spends money for things such as, TV for clubhouse, small appliances for kitchen, they run Bingo and have purchased a Bingo board and equipment. Our question is, do these things only belong to HOA or do they belong to everyone in community? They won't let anyone use anything.

The Hoa is the community of owners. Hence why it is called a homeowners association. If you are a renter you are not an owner nor member of the HOA. Any access to amenties is due to the rights of the owner to transfer them to the renter. However, the HOA can restrict or punish the owner for renters actions.

The HOA works like a Poker kitty. All the players or owners put their money in and the best hand wins. Plus the dealer and the utilities have to be paid. The rest is all volunteer....

I'm sorry I worded that wrong, we own our homes but rent the lots. We are not required to join the HOA it is voluntary,hence the low membership. We have @600 residents in the park but most refuse to join the HOA yet still want to use amenities such as Bingo all year long. The HOA only functions Oct-Mar.

It sounds like you are referring to a voluntary HOA. By "us" do you mean HOA members or all residents including non-members? In any case, HOA property is owned by the HOA, and the HOA leadership (typically Board of Directors) would be able to decide how that property is used. For example, if the board decides that bingo equipment can only be used for weekly HOA run bingo, that seems to me to be a reasonable rule. If you are asking about non-members use of or access to HOA property, I'd say they should have no expectations of of that at all.

Thank-you , that was very helpful. We (HOA members and non members) would like to continue Bingo all year long. But the HOA powers that be only are here 6 months out of the year and won't let anyone else do it.

This isn't a short term solution, but if the HOA members feel that the current board is too restrictive, they should find like minded people and run for the board in the next election so they can change the rules.

if you are not an HOA member you have no claim on HOA assets

This is a mobile home rental property. I don't think the same rules apply here.

As a mobile home community, the Association would likely have the following statutes be applicable:

The Florida Mobile Home Act FL723

I'm sorry to say that there are very few of the regular posters who have experiences with mobile home park Associations.
