Does civil code say anything about members right to see bids on contracts after the board approves them? If so, can they then circulate it to other members?

Bids are sealed, contracts, once approved and signed, are available for viewing by members.

Sounds like you want to see all bids, even those not accepted, after a contract has been signed...
not just the awarded contract.(?)

Either way, in some states this documentation would be considered part of the HOA's 'records' and must be available for inspection for a number of years.

You'll need to research that.

Here is what our attorney has posted on their website:

Bids submitted by contractors are not covered by Civil Code ยง5200. Accordingly, members do not have a legal right to review bids. However, unless there is good reason to withhold bids, boards should make them available for inspection once a contract has been approved by the board.
