I am a past BOD member for our Colorado HOA. About two years ago, our HOA's trash company started providing trash receptacles with lids and wheels. Previously, homeowners were responsible for providing their own trash receptacles. While it is nice having these better constructed, easier to wheel to the curb containers, some homeowners have started storing these in front of or along side their garages. This has been handled by letters from the HOA to those in violation. Another home has had a commercial dumpster sitting alongside the garage for over six months. The dumpster is smaller than most commercial dumpsters and I have never seen any construction debris in it. When contacted by the HOA, the homeowner explained the dumpster by saying, "We are having our bathroom remodeled. When this is finished we are planning on remodeling some bed rooms so the dumpster might remain for a while." Clearly it makes sense to allow exceptions to rules while construction is underway. Another home in our neighborhood is having the roof replaced and has a large dumpster in the driveway full of roofing material. This makes sense, and is not abusing the system. Have other boards encountered this problem? If so, how did they handle it? It seems to me that if anyone was required to remove something from their front yard, they could simply rent a dumpster to store the offending item. Have a storage shed that is not allowed? Replace it with a dumpster!
