Our previous President insisted the members vote on over 10 items at our annual meeting in spite of my objections to placing so many items on the ballot. Many of the items, the Board did not need member approval to procede with such as getting bids for different items.

One item was a vote to have two member meetings a year instead of one member meeting. I am thinking that this should have been presented as an amendment to our documents because our documents state one annual meeting and outlines the agenda for the meeting. Our documents make provision for more than one member meeting if necessary. The President (currently me) can call a meeting at any time. A majority of the Board members can call a member meeting or the members can petition for a member meeting by obtaining the signatures of owners who own 25% of the undivided interest in the Common Areas.

Do you think the vote to have a member meeting twice a year should have been presented as an amendment to our documents?

I don't know your documents. Therefore, I can't say.

The Board typically can call as many general membership meetings as they see necessary. They are required, usually by Statute and/or governing documents, to call at least one general membership meeting per year for the purpose of electing directors.

Personally, if the majority of the Board wanted to bring issues to the members that I didn't want brought to the members (or didn't think it was required to be brought to the members), I would say fine. At the very least, it can demonstrate to the members that they can be part of the decision process and might encourage participation. At worst, some paper time and paper was wasted. Either way, it's not really that big of an issue that I would lose sleep over. There are far more important issues an Association can, and should, be concerned with.

I am not losing sleep over this issue. I agree there are far more important issues we are concerned about. I was reviewing the ballot items to determine which items had the most "yes" votes so the Board could concentrate on the items that had the most "yes" votes. I noticed the item for 2 member meetings a year had less "yes" votes than any of the other items that passed. I just want to make certain it passed before I spend the time and money to hold a member meeting.

I personally agree with you ... If this is an item under the governing documents, then to make different would be an amendment.
