real quick question does these meetings have to have minutes taken thru out the meeting

The answer is yes but the minutes also don't always need to go into great detail.

I offer this from Fairfax County Community Association Manual:

Too often, meeting minutes become lengthy with the intent of being thorough and correct. The purpose of a meeting is to conduct the business of the association; and the minutes should record what was done or decided, and not what was said or by whom. The minutes should never reflect upon the character, emotion, or personality of any person, or give the secretary’s opinion, favorable or otherwise, on anything said or one in the meeting. For important motions, however, the name of the mover should be recorded along with the exact final wording, including amendments, upon which the subsequent vote is taken.

I agree with Tim. Also, if the meetings are held in executive session, minutes still need to be written, but they do not have to shared with the HOA's membership.

I have seen a BOD meeting last hours and many hot discussions but when the minutes came out they were less then a few lines long like:

Motion to do so and so made by Mary Jones.
Motioned seconded by John Smith
Motion discussed (this could have been hours of discussion)
Motion voted on and passed 7 to 0.

Minutes are not a blow by blow, word for word description.
