I am now on the BOD of my HOA and we have many needed repairs that have not been taken care of since 2009 and before. The Pres sends out a news letter 2 -3 times a year and the one from 2009 addresses the roof and carports will need to be done down the road but there is no plan to fix (also in later newsletters in 2010 and 2013). The is plenty of money in reserves to do many projects. I feel that they have been acting in bad-faith and throwing good money at fixing leaks in the roof (to the tune of over 12,000 and who knows what damage has been done underneath). The by-laws state that the monies collected are to be used for maintenance and repairs. I am in the minority of 7 total BOD members. The 4 currently in control are control freaks. Any help form those with experience dealing with narcissists and control freaks I would love to hear how you got things done. I need more owners to complain about the problems, I have been working on that.
And the Pres and Treasurer are married (no issues with that people?)

Have you asked the "control freaks" as to what their rationale is as far as not putting up a new roof and carports? If they can't give you a good reason as to why they have enough money in reserves and no reasonable plan to take care of this needed maintenance, it might be considered a breach of fiduciary duty. I would also make sure that their explanations or excuses are put into your meeting minutes. As far as dealing with these sort of people, sometimes it is best to allow someone's "light" to shine on so others may behold that these people are indeed, not the brightest bulbs. Then, when owners finally start complaining about just how bad things are, they can look no further than to those who they entrusted and placed on their Board.

Well, Jean, as Ann suggests, get your topics into the minutes by putting, say, roof replacement on your next meeting agenda. Make a motion to seek bids to have it /them replaced. Get a second if you can. Then let the naysayers say why your Board should not seek bids. The vote will have to be recorded.

What size is your HOA? Do you have a prop. mgr.? How old are the items that need to be replaced? You might offer to help with the project(s) somehow or other.

You say you're trying to get support from other owners--good! Don't give up! Urge them to come to meetings and say their piece assuming SC requires open forums at HOA meetings.

There are 2-3 men who regularly visit this site from SC and they might be able to help.

Yes we have a property manager, but due to the last company we had this pres want everything to pass through him.
I have offered to develop a preventative maintenance plan but the other person on the committee with me has been stalling and prefers his agenda. He is always complaining to the maintenance people that we don't have money. We have 110 units in the building. Should the person who does the agenda let the board members know to send items for the agenda?

You don't need permission, help, or wait for this other person. Want a preventative maintenance plan? Make one. You are free to do whatever you want. You cant persuade the HOA into adopting it later.
