We have to update our CC&Rs and Bylaws by next year. Does anyone know of a cheap way to go about this? We are in California and have Davis Sterling, so I am hoping there is basic form somewhere. Our attorney charges $120 for a collection letter so I can't imagine how much it would cost for what we want. We have typed the documents into a word format (they are old copies from the sixties)and added the changes we would like to make in highlighted colors. As we have just almost doubled the water assessment this year most owners do not want to spend any more money. Your help would be greatly appreciated. Our dues are so low all we can add is $16 per month and that will not cover anything.

There might be a basic form, Tammy, but I've never heard of one. Given your past posts (If I remember right) and all of the problems your former MC caused for your HOA, and how new your Board members are, I feel that you should pay an attorney to help you. Can you build the cost into your '14 budget? Or is it too late?

It sounds like you're off to a good start but there are legal requirements, not only from the Davis-Stirling Act, but also based on other CA laws.

Are there just a handful of basic really important things you want to change? Can you briefly name them?

I would have real problems with a bunch of lay people making changes to a legal document. You could be asking for trouble.
