Hi everyone,

Approximately 1 year ago, our HOA took over day-to-day operations of our development and hired 3 employees. It is now time for their first annual performance review and we are looking for an instrument to use or some suggestions as to how we might devise our own . Any advice anyone can provide regarding this issue would be greatly appreciated. Thanks.

Obviously you understand that hindsight would indicate that job description and performance review categories should have been made at the same time.

That said, here are some links that may help:

You can also do an internet search for "performance appraisal form template" that give a lot of results.

BTW, don't forget that W-2s for employees and 1099-misc for independent contractors should be completed by the end of February.

Not the end of February, the end of January.

Perhaps even more important is that they have a W-4 form from every employee and that they have been withholding federal and state income, FICA and Medicare taxes, and paying payroll taxes for each employee on a regular basis (usually at least quarterly). Also, workers' compensation insurance and unemployment taxes must be paid regularly. There's a lot to learn with regard to having employees.

I say the actual evaluations and salary issues could be discussed in Executive Session.

I would create a list of the areas and tasks the employees must do every day, week, month, year and then devise a rating system (1 is lacks knowledge needs constant supervision, 2 has basic knowledge needs some supervision, 3 exceeds expectations needs little supervision, 4 expert needs no supervision) just as an example. Then each board member should rate the employee and write comments regarding the good things about the employee and things that need to be worked on. Leave a space for the employee to write something in. I would discuss among the board the ratings each employee received before coming up with a final performance review to show the employee. I think that this method would be a good way for the board individually and then as a whole, to rate each employee's performance.

The factors used to measure an employee's performance should be as objective as possible. It's very difficult to arrive at a set of truly objective factors since we all exhibit a little bias and have different standards regarding what are "normal" expectations.

I remember one factor used for employee evaluations at a company I once worked for. That particular factor was "Employee exhibits sound judgement" with 1 being the lowest (never) and 5 being the highest (always). I often wondered what it would mean if an employee's supervisor considered an employee to have poor judgement and if the supervisor's supervisor considered his/her subordinate (the employee's supervisor) to also have poor judgement.
