Looking for some expertise please. Our HOA has a small parcel of land that has not yet been developed. Developer has not mowed it in months and contractors have been dumping gravel on it. The county doesn't have any law against this. Would this undeveloped parcel be subject to our HOA rules about caring for property? I know the developer has votes in HOA elections.

Check your documents to see if there is a specific exclusion for vacant lots. If there isn't, and I doubt there is, they need to adhere to the same appearance standards as anyone else, subject to any rules to the contrary that the board may institute otherwise.
