We are having our budget meeting this coming month and I will be out of town due to a personal issue. I know that the meetings can be recorded provided it is known to the BOD, do you think it could be video recorded?

Why would you want it video recorded - audio would work just as well and probably a lot easier to set up.

A bigger question, though, is why you want it recorded. If you're on the board, I would think you could wait until the minutes to see what was happening. If you have comments or suggestions for next year's budget, I would send a letter to all the board members - if they have questions, they could then follow up with you.

If you're not on the board, you can do the same thing, or get a few neighbors to attend and they can tell you what happened.

FL law does allow recording of the general membership meetings.
See: FL 720.306 (10) for HOAs or FL 718.112 (2)(d) for condominiums.

FL720 allows member to also record meetings of the Board. FL718 (condominiums) do not allow members to record board meetings (but I may have missed it).

Typically, you may record the meeting for personal use. However, there may be privacy issues if you post the video on the internet.

718.112(2)(c)

(c) Board of administration meetings.—Meetings of the board of administration at which a quorum of the members is present are open to all unit owners. A unit owner may tape record or videotape the meetings. The right to attend such meetings includes the right to speak at such meetings with reference to all designated agenda items. The division shall adopt reasonable rules governing the tape recording and videotaping of the meeting. The association may adopt written reasonable rules governing the frequency, duration, and manner of unit owner statements.

I thought it did but I couldn't locate it (perhaps I need to clean my glasses ) and didn't want to say it did without the statute.

For practical purposes, meeting minutes = video recording if the minutes are accurate (and there's no reason to believe they're inaccurate). But, sure, record it.
