In our subdivision, the Association maintains the fence only if the fence does not border an individuals lot. If it does, then it is the lot owners responsibility.

The CC&Rs typically require prior approval from the Association before changes are made. The Architectural guidelines (used when deciding to approve a request or not) establishes the standardization and continuity of fences.

Check your governing documents to see if they mention who is to maintain the fences.

In my neighborhood taxes went to building the perimeter wall. The wall was built on an easement and the HOA promised to maintain the wall. Of course whenever a problem arose the HOA pushed for a homeowners insurance policy to take care of any damage instead.
