I don't even know if this possible or legal, but has anyone heard of HOAs prohibiting renters from using amenities like a community center even the pool? I live in Maryland.

Typically not (unless the landlord (member) has been denied access for being delinquent in assessment payments).

I say this because most CC&Rs have something like the following (which is from our CC&Rs):

Property Rights:

Section 1. Members Easements of Enjoyment: Every member shall have a right and easement of enjoyment in and to the Common Area and such easement shall be appurtenant to and shall pass with the title to every assessed Lot, subject to the following provisions:

Section 2 Delegation of Use: Any members may delegate in accordance with the bylaws, his right of enjoyment to the Common Area and facilities to the members of his family, his tenants or contract purchasers who reside on the property.
