The members of our HOA board are virtually all Caucasian retirees, although our community is VERY ethnically and racially mixed with all ages and statuses. Those who have been on the board here for more than 10 years have a sense of entitlement that the property is theirs and non-board members are subject to whims. For example, we have one lady who has been on the board for 10 years and she used to run out of her house screaming at people to move their car if you parked in her preferred space (we don't have assigned parking). Board members and their spouses have also taken it upon themselves to outright profile and discriminate against kids and minorities by watching, following, telling people's children to leave the property, etc. Now, the board denies they are profiling and the board president claims that "those... people are the only ones breaking rules and that's why they always watch them, yell at them and call police." Obviously, lots of people break rules and the retirees on our board are just "watching" some people more closely than others. How can we stop them and get new people on the board? Most people have no idea there is even a board. They think the property manager takes care of things or they think their board member is in charge of their home (as an example, the president of one of our onsite associations goes through people's fenced back yards and tells them how she wants them to clean it up..?).

Hatred is contagious, so one should work to avoid it.

You gather support from fellow members, obtain proxies when possible, and vote the members out of office.

It's not easy.
It may or may not happen overnight.
However, if there is support amongst the members, it can happen.

If you can't vote everyone off the Board, perhaps you can vote enough off that those who are voted in can at least start making changes.

You follow the process that is prescribed by your governing documents for removal of directors by members of the HOA. It will likely indicate and involve exactly what Tim recommended.
