I own a condo in Windham, NY. I was told they were having an HOA Board meeting on Sunday, and requested permission to dial in. I was denied permission, they said the only thing on the agenda were executive session matters. In fact, unit owners are only allowed to attend once a year, at the annual meeting, and those are the only minutes published. OK, I am President of an HOA in VA, and I know that the rules regarding what is and what is not appropriate for executive sessions are very strict. I also don't like their attitude in excluding members from attending, I encourage members to attend and listen to their views first...all meeting are public, and we have them every month. OK, NYS may be different...but I managed to get a copy of the agenda for Sundays' meeting from which I am being excluded, and some of these clearly do NOT appear to qualify as "private," please advise, and please advise what the open meeting rules and notification rules are....the ONLY notifications we get up here are for the annual meetings. Here is the agenda:

1. Capital Budget Plan
2. Sump pumps
3. Units with unavailable keys
4. Renters (observing Quads rules?)
5. Dumpster replacement to bear-proof dumpster
6 Delinquent unit owners
7. Forthcoming newsletter to Owners?
8. Other Board members' concerns
