Property manager called me today and said he received a complaint from an owner that his trash barrel had been stolen. The owner has been a habitual offender of leaving his trash barrel out after collection. He has been notified many times.

Trash pickup is not an association issue. One privately pays for it and the trash company provides the barrel. Without the company trash barrel, there will be no pickup.

The property manager told the owner it was not an HOA issue. Call the police.

Me thinks a vigilante served justice by stealing the trash barrel.....LOL

I agree! It's also possible the barrel rolled down the street - this happens every once in a while in our community, thanks to wind and some garbage truck workers who simply toss the things after emptying the contents into the truck.

I imagine this guy learned his lesson the hard way, whether someone stole it or not. Not only should he store the thing in his garage or yard (depending on what your rules say), but it may also be a good idea to spray paint the house address on the barrell and the cover so it can be returned if misplaced.

I had a set of trash cans for 12 years in Phoenix, and never once thought about this. I figure my trash cans were swapped with neighbors at least four times, but I could never prove it. What a great, simple idea.

I sit here, stunned, to have not thought of it myself. Thanks Shelia!

These days, the city of Phoenix owns the garbage "cans" (two 90-gallon containers; one for garbage and one for recycling). No one has a reason to steal one but if a container goes missing it will be replaced with just a phone call.

Funny, this same thing happened to a neighbor of mine recently. However, he accused the county of stealing it. It's kind of complicated as in my neighborhood there are houses still in the County. The City does the garbage pickup. So when his came up missing he thought it was taken by the county as some are marked with County on them.

Our garbage pickup does send out a truck with replacement cans or parts a few times a year. They go around looking for bad garbage cans and fix/replace them. Unfortunately, I usually have my can by the house by the time they come through and miss them. So I've had the same can for almost 10 years.. One can call them and have them replaced or repaired. It is the OWNER's responsibility to request it. You are correct the HOA has no control on this. It is with the garbage pickup or the police...
