I think its a community development district, unless he means something else. This is how builders can fund their utilities or other things through the local city or county where they issue bonds and the homeowners must pay off the bonds over time rather than taxing residents in the entire city or county. There is usually a board that oversees it. The HOA's business does not usually have anything really to do with the community development district other than the HOA may benefit from the utility or whatever it was created for. I would also say that if any issue arises (the residents are unable to pay the bond, for example) then that would constitute a conflict and the homeowner should consider resigning one of the board positions.
