CCTV doesn't lie and landlords are now given video feed with emails to support claims of issues with their residents in question with rules being broken, etc.

Complaint came in today. A package was stolen from our lobby. Known delivery time was noted. We viewed the CCTV feed from the lobby. It didn't take long..

A homeowner is identified as the thief. Saying that the other resident who had their property stolen was given the feed of video and they can take it up with the other party at hand.

Lately we have been posting on our website, on signage to warn homeowner's and renters our property is covered with CCTV, and that doesn't seem to stop the antics.

The thief issue itself. I know of no CCR/ rules that would force the HOA to step in. This does seem to be an owner to owner issue? Or not??

Yes, it is an owner-to-owner issue.

Is it possible that the person who "stole" the package took it with the intent of getting it to the rightful owner; that their intent was to protect an otherwise unprotected package? (You know these people better than anyone else, so I am just asking.) There has been more than once when people have seen me doing things that to them were suspicious but had valid explanations had anyone bothered to ask.
