I always that that an HOA could put any CCR's it wanted into the offering prospectus, other than racial or religious restriction. Theory being that potential purchaser had notice and could either accept by buying or walk away. However, once the sale took place, HOA's were more limited in the restrictions they could impose.

Example, my community was described as "pet friendly." The only regulation was that pet owners had to pick up after their pets. Now 7 years later, there are calls to impose "one-time" non-refundable fees of several hundred dollars and then an annual registration fee on ALL pet owners. Csn the HOA do this?

they can, yes, if the by-laws allow amending/creating/adding to the CC&R's, if the process that allows it is followed correctly, and the proper/right number of owners agree to it.

Not knowing your rules and regs, that's the best I can advise: it's possible, yes.
